We strongly recommend that ICANN continue to support the At-Large Membership out of its operating budget in the near term. It is likely that the Membership will grow and its activities will diversify as time passes. As the Membership establishes itself and creates a core constituency of voters, some funding issues may become less intransigent and solutions may present themselves. While it does not seem immediately feasible to establish At-Large Membership funding entirely independent from ICANN, future exploration of this issue is desirable. In any event, the search for funding should be a major priority of the Membership and of the Board.
