3.3.4 Conclusion

We recognize the problems posed by direct elections. We think there are answers to those problems that make the risks and disadvantages tolerable, even if not non-existent. But moreover, the evaluation of direct elections as a selection mechanism cannot be made in a vacuum. It can be made only by reference to the competing possibilities. In this broader context, we believe the choice of elections rests on even firmer ground, for none of the alternative models provides a satisfactory solution to the root problem of how to build an effective public voice into the ICANN board in order to establish ICANN's underlying legitimacy. That is why we recommend elections as the best option.
